Open access to scientific publications is provided by the publisher.
The content of open access journals is completely open. To cover the costs of publishing an article in an open access journal, the publisher usually requires the author to pay an Article Processing Charges (APC).
Traditional journals, whose content is available on a subscription basis, also offer open access publishing. In this case, these are so-called hybrid journals. These provide open access only to articles for which the author has paid the APC fee. The rest of their content is only available to subscribers.
